A man later identified as Grant Egan, 19, was spotted in a Toyota Sienna using a right-turn only lane to go straight through traffic by Sergeant G.A. Haney near Richmond Highway and Port Aquia Drive around 3:50 p.m. on Friday, May 17, Stafford County Sheriff David Decatur said.

Having witnessed the clear traffic violation,Haney activated his emergency equipment to conduct a traffic stop. Instead the Sienna continued to accelerate, kicking off a pursuit, police said.

"Despite the Sienna making evasive maneuvers and traveling on the shoulder to pass several vehicles to get onto Garrisonville Road, Sergeant Haney kept up with the fleeing vehicle," Decatur said.

"Using every lane of traffic on the already congested Stafford Market Place intersection, the Sienna turned onto a service road between Applebee’s and Panera Bread."

Egan hit speeds over 40 mph in the parking lot, looping around the Chili’s and trying to flee the same way he entered, the sheriff's office said. Seeing this loop in progress, Sergeant Haney positioned his cruiser in the fleeing vehicle’s path where intentional vehicle contact was made to end the pursuit.

Egan would at first refuse commands and instead called his father, police said. He was detained and found to be in possession of a vape. It was also discovered this was not his first time attempting and failing to flee from officers, for he was arrested for the same thing last year — that time with juveniles in the car, as previously reported by Daily Voice.

He was also arrested in December 2023, for exposing himself in a Walmart.

Egan this time around was charged with felony eluding, improper lane change, reckless driving, and underage possession of vape products. He was held at Rappahannock Regional Jail on a $3,500 secured bond.
